For every £1 the Government is spending on student loans, 45p will never be paid back. The result is billions of pounds spent on invisible Government subsidies on loans. This is unsustainable in the long-term and restricts access to loans for those individuals who need support to retrain, enter postgraduate study and further their career prospects. 

Getting loan design right is critical to ensuring the UK achieves a truly diverse higher education system that is fit for purpose and can meet the diverse needs of individuals, society and the economy.

Creating a well-designed system

Creating a well-designed higher education funding and student finance system is highly possible. Learning from systems with much lower loan subsidies overseas, we have put together a student loan system that would radically reduce loan subsidy and ensure that loans are available to all students, including postgraduate students, for the first time. 

Our proposals

University Alliance will be launching H.E.L.P. UK, a new and affordable higher education loan programme. Our proposals ​are built on extensive economic modelling and​ shaped by the views of students and parents from newly commissioned research. H.E.L.P. UK offers clear thinking and simple steps to​ enabling universal access to student loans​,​​ bringing down the massive ​cost of the current loans​ system and re-balancing the contribution between Government and the individual to higher education.
